Story

The government picks a handful of small cities to test how well these laws hold up, and yours is among the first. The rules are vague enough that unusual new businesses start to appear, and the story begins just as the announcement changes daily life for everyone in town.

Gameplay

Players move through the city in an open sandbox, dealing with the fallout of the new laws as they explore, interact with locals, and navigate the businesses that have sprung up under the loosened restrictions.
